Multi State Lottery Association
The Multi State Lottery Association (MUSL) was first created on September 16th 1987 for the purposes of enabling the running and administration of USA Lottery games that were to be played across more than one State or Jurisdiction – ie. Multi Jurisdictional or Multi State Lottery games.
It is a not-for-profit organization that is both entirely owned and organized by all of the 33 US State Lotteries that make up its membership and is based in Urbandale, West Des Moines, Iowa.
Each of these member lotteries offers its players at least one of the games that are administered by the MUSL – some US Lotteries offer more than one.
Each individual USA Lottery company retains any net profits accrued via the sale of any MUSL administered game in its own territory.
As well as its flagship game – Powerball – the Multi State Lottery Association also operates a number of other games which we shall look at in further detail below.
What the MUSL Does…
As well as actually operating and administering the various Multi State Lottery games – the MUSL carries out many other vital services for the US Lottery companies who are members.
These include the actual designing of the lottery games themselves, accounting and the looking after of finances, all aspects of the actual drawings of each game, ongoing advertising and promotions and PR.
The Multi State Lottery Association is based in Des Moines, Iowa and this is where they carry out the drawings of all games except the Powerball.
Drawings for the Powerball game are conducted by the Multi State Lottery Association at Universal Studios in Orlando, Florida. Sometimes these draws are carried out away from the studios in various locations throughout its member States.
Powerball / Mega Millions Cross-Sales...
During 2009 discussions were held between the MUSL and the Mega Millions Consortium regarding the possibility of selling each other’s games in their respective States and Jurisdictions.
An agreement to cross-sell Powerball and Mega Millions tickets across all the participating States and Jurisdictions was made between the Multi State Lottery Association and the Mega Millions Consortium on October 13th 2009.
As a result of this agreement – on January 31st 2010 – cross-sales of the two games began with Powerball being offered in States that previously sold just the Mega Millions game and Mega Millions being offered in States that previously sold just the Powerball game.
Cross sales having begun – this increased the number of US State Lotteries that now sold the MUSL’s Powerball game to 43 and the number of States that offered the Mega Millions to 36.
Between January 31st and May 2010 – the Ohio Lottery became the next US Lottery to offer the Powerball game taking the total number of Powerball States to 44 and 6 more State Lotteries began offering the Mega Millions game taking the total number of Mega Millions States to 42.
MUSL Member Lotteries
The member lotteries of the MUSL are those USA Lottery companies who were members as at January 30th 2010 – the day prior to cross-sales taking place.
There are a total of 33 Multi State Lottery Association members and here is a complete list including the date that they joined as well as the MUSL games they offer.
MUSL Lottery Games
POWERBALL:Powerball is the flagship game of the Multi State Lottery Association with tickets first being put on sale on April 19th 1992. Powerball took over from where the MUSL’s first game – Lotto America – left off. The Powerball Lottery has undergone various changes and improvements over the years and today it has a double matrix of 5/59 + 1/39 and the minimum starting jackpot is US$ 20 Million. There are 44 different State Lotteries and Jurisdictional Lotteries that now offer Powerball tickets right across America.HOT LOTTO:Hot Lotto was first drawn on April 10th 2002 just 4 days after the end of the Rolldown game. Hot Lotto is a rollover jackpot game with a minimum starting jackpot of US$ 1 Million and a double matrix of 5/39 and 1/19. It is offered for sale in 15 States and Jurisdictions. The 6 original members to offer their players Hot Lotto tickets when it was first launched were the Iowa Lottery, Minnesota Lottery, Montana Lottery, New Hampshire Lottery, South Dakota Lottery and West Virginia Lottery. These have been joined over the years by the DC Lottery, North Dakota Lottery, Kansas Lottery, New Mexico Lottery, Idaho Lottery, Oklahoma Lottery, Delaware Lottery, Vermont Lottery and Maine State Lottery. WILD CARD 2:Wildcard 2 which is a bigger and better version of the previous Wild Card game began on May 26th 1999 with a new, double matrix of 5/31 + 1/16. It was initially offered for sale by the Idaho Lottery, Montana Lottery & South Dakota Lottery companies with the North Dakota Lottery joining in on September 25th 2004. 2by2:2by2 was first drawn on June 3rd 2002 and offered for sale by the Kansas Lottery and Nebraska Lottery. The North Dakota Lottery also began offering the game on February 2nd 2006. From February 22nd 2008 the MUSL introduced a TUESDAY DOUBLE PRIZE feature to the 2by2 game on. Players now have the potential to double the jackpot of US$ 22,000 to US$ 44,000. CA$HOLA:Ca$hola was first put on sale by the Multi State Lottery Association on July 23rd 2006. It was the first Video Lottery game to be offered in more than one State and is sold by the Delaware Lottery, Rhode Island Lottery and the West Virginia Lottery. MEGA MILLIONS:Mega Millions has only been linked with the Multi State Lottery Association since October 9th 2009 when the cross-sales agreement was made between the Mega Millions Consortium & the MUSL. Sales of Mega Millions tickets began in States that offered MUSL games on January 31st 2010. In total now 42 different States and Jurisdictions offer the Mega Millions game which has a double matrix of 5/56 + 1/46 and jackpots that start off at US$ 12 Million.
MUSL Previous Games
The MUSL have offered various games in the past which have now been either retired or replaced by even bigger and better ones.
LOTTO AMERICA:Lotto America was their first product and this ran from February 3rd 1988 through to April 18th 1992 when it was retired to make way for the new, improved Powerball game. Lotto America started off with a matrix of 7/40 which was changed to 6/54 on February 5th 1989. It was offered by a total of 16 States and Jurisdictions by the time it was withdrawn. DAILY MILLIONS:Daily Millions ran from September 16th 1996 until March 29th 1998 with a total of 13 different States and Jurisdictions offering daily jackpot prize of US$ 1 Million. Players had to pick 2 numbers from each of three sets of 21 numbers. CASH 4 LIFE:Cash 4 Life replaced Daily Millions on March 30th 1998 and ran until September 7th 2000. The game had a matrix of 4/100 and players were able to win US$ 1,000 per week for life. ROLLDOWN:Rolldown was the game that replaced Cash 4 Life with the first draw taking place on September 9th 2000. The game ran until April 6th 2002. POWERBALL the GAME SHOW:Powerball the Game Show was first aired on television on October 1st 2000 changing to become the the Powerball Instant Millionaire Game Show on October 1st with the final episode being shown on September 25th 2004. TRI WEST LOTTO:Tri West Lotto was introduced by the MUSL on February 20th 1994. The game had a matrix of 6/41, a rollover jackpot and was offered by 3 States – the Idaho Lottery, Montana Lottery and the South Dakota Lottery. Its matrix was changed to 6/33 on February 4th 1995 and the game was withdrawn on February 1st 1998 to be replaced by the Wild Card game. WILD CARD:Wild Card – the game that replaced the Tri West Lotto – began back on February 4th 1998 and was offered by the Idaho Lottery, Montana Lottery, South Dakota Lottery. The Nebraska Lottery also offered the game until December 30th 1998. The Wild Card had a double matrix of 6/38 + 1/52 and a rollover jackpot that started at US$ 200,000. It was retired on May 23rd 1999 to make way for Wild Card 2.
MUSL Timeline – History
1987
On September 16th – 6 USA Lottery companies get together to form the Multi-State Lottery Association (MUSL). They are the DC Lottery, Iowa Lottery, Kansas Lottery, Oregon Lottery, Rhode Island Lottery & the West Virginia Lottery.On October 16th the Missouri Lottery becomes the 7th State Lottery to join the Multi-State Lottery Association.
1988
The MUSL begins lottery ticket sales on February 3rd across 7 States for its first Multi State Lottery game – the LOTTO AMERICA which has a matrix of 7/40. February 13th sees the first drawing of the new LOTTO AMERCA game.
1989
The LOTTO AMERICA is given a new matrix of 6/54 by the MUSL on February 5th and the first draw with the game change takes place on February 8th.The Wisconsin Lottery becomes the 8th US State Lottery to join the MUSL and sell tickets for LOTTO AMERICA on August 10th. November 9th sees the 9th US Lottery to become an MUSL member – with the Montana Lottery joining and commencing lottery ticket sales for the LOTTO AMERICA game.
1990
The Idaho Lottery joins the MUSL on February 1st – becoming the 10th USA Lottery company to sell lottery tickets for LOTTO AMERICA.The 11th State Lottery to become an MUSL member – the Maine State Lottery – joins on July 18th and commences lottery ticket sales for LOTTO AMERICA. August 14th sees the Minnesota Lottery join the Multi State Lottery Association – becoming the 12th State Lottery to sell LOTTO AMERICA tickets. The Hoosier Lottery from Indiana starts selling LOTTO AMERICA tickets on October 14th – becoming the 13th State Lottery to join the MUSL. The 14th USA Lottery company to become an MUSL member – the South Dakota Lottery – joins on November 15th and starts to sell tickets for the LOTTO AMERICA game.
1991
The Kentucky Lottery is the 15th State to become a member of the Multi State Lottery Association when it commences sales for the LOTTO AMERICA game on January 1st.January 14th sees the 16th USA Lottery company to join the MUSL – when the Delaware Lottery begins lottery ticket sales for LOTTO AMERICA.
1992
The Maine State Lottery leaves the MUSL in April.On April 18th – the Multi-State Lottery Association (MUSL) conduct the last draw of the LOTTO AMERICA game. The following day sees the MUSL launch a even bigger and better game – POWERBALL – which replaces LOTTO AMERICA. 16 US State Lotteries begin the sales of POWERBALL tickets on April 19th. The first POWERBALL draw takes place on April 22nd. The new POWERBALL game has a double matrix of 5/45 + 1/45, costs US$ 1 per play and offers jackpot odds of 1 in 54,979,155.
1994
On February 20th – the Multi-State Lottery Association (MUSL) – introduce a new game called the TRI WEST LOTTO which has a matrix of 6/41, a rollover jackpot and costs US$ 1 per play. The TRI WEST LOTTO is sold by the Idaho Lottery, the Montana Lottery and South Dakota Lottery.February 26th sees the first draw for the new TRI WEST LOTTO game. The Arizona Lottery becomes the 17th US State Lottery to join the MUSL on April 4th when it commences lottery ticket sales for the POWERBALL game. On July 21st – the Nebraska Lottery starts selling POWERBALL tickets – becoming the 18th State Lottery to join the Multi State Lottery Association.
1995
The Multi State Lottery Association change the matrix configuration of the TRI WEST LOTTO to 6/33 on February 4th and offer the players the option if taking jackpot winnings as a cash lump sum.The Louisiana Lottery becomes the 19th USA Lottery company to join the MUSL when it begins POWERBALL ticket sales on March 5th. The 20th State to become a Multi State Lottery Association member is the Georgia Lottery when it offers POWERBALL tickets from July 1st. November 5th sees the New Hampshire Lottery Commission become the 22nd Lottery to join the MUSL and commence the sales of POWERBALL tickets. The Connecticut Lottery joins the MUSL on November 28th – becoming the 21st State Lottery to do commence the sales of POWERBALL tickets.
1996
The Georgia Lottery Corporation elects to leave the Multi State Lottery Association on August 31st and cease offering the POWERBALL game. A new game is introduced by the Multi State Lottery Association on September 16th – DAILY MILLIONS. Players of 8 State Lotteries can win a top prize of US$ 1 Million by picking 2 numbers from each of three sets of 21. The New Mexico Lottery becomes the 22nd State Lottery to join the MUSL when it begins sales of the POWERBALL game on October 20th. October 28th sees the DC Lottery begin offering the MUSL’s new game – the DAILY MILLIONS.
1997
The New Mexico Lottery begins lottery ticket sales for the DAILY MILLIONS game on February 16th.The Louisiana Lottery begins lottery ticket sales for the DAILY MILLIONS game on March 16th. The New Hampshire Lottery Commission begins lottery ticket sales for the DAILY MILLIONS game on April 6th. The MUSL changes the times of the draws for the DAILY MILLIONS game from 7.29pm EST to 9.46pm EST on June 15th. The Hooiser Lottery from Indiana begins lottery ticket sales for the DAILY MILLIONS game on June 16th. November 1st sees some changes made to the POWERBALL game with the intention of offering bigger jackpots. The starting jackpot figure for POWERBALL is increased to US$ 10 Million and players can now choose between a cash lump sum payment or an annuity of 25 annual instalments if they win the jackpot. The matrix also changes to 5/49 + 1/42. The first POWERBALL draw with the new game changes takes place by the MUSL on November 5th.
1998
The MUSL discontinue the TRI WEST LOTTO game on February 1st and replace it with a new game – WILD CARD. The South Dakota Lottery, Montana Lottery and Idaho Lottery are joined by the Nebraska Lottery in the sales of WILD CARD which has a matrix of 6/38 + 1/52 and a jackpot that starts off at US$ 200,000.The first drawing of the new WILD CARD game takes place on February 4th. The Rhode Island Lottery cease sales of the DAILY MILLIONS game on February 21st. The Multi State Lottery Association discontinue the DAILY MILLIONS game with effect from March 29th. On March 30th the MUSL introduce a new game – CASH 4 LIFE – which has a matrix of 4/100 and players can win US$ 1,000 per week for life. The Nebraska Lottery stops offering the WILD CARD game with effect from December 30th.
1999
The Multi State Lottery Association makes some changes to the WILD CARD game. A new matrix of 5/31 + 1/16 is given and the game is renamed by the MUSL as WILD CARD 2 on May 23rd.May 26th sees the first WILD CARD 2 draw take place. Players enjoy a new jackpot lotto game with a rollover jackpot that now starts at a revised US$ 100,000. The game is offered by the Idaho Lottery, Montana Lottery and the South Dakota Lottery companies.
2000
On January 29th the Hoosier Lottery from Indiana ceases ticket sales for the CASH 4 LIFE game. On June 30th the New Hampshire Lottery Commission ceases ticket sales for the CASH 4 LIFE game. The MUSL discontinue the CASH 4 LIFE game on September 7th. September 8th sees a new game brought out by the Multi State Lottery Association – ROLLDOWN – the first draw taking place on September 9th. POWERBALL the Game Show is introduced by the MUSL on October 1st.
2001
On March 4th the Multi State Lottery Association add a significant feature to the POWERBALL game – Powerball POWERPLAY – a multiplier whereby players can increase their non-jackpot winnings by up to 5 times.March 7th sees the first POWERBALL drawing including the new Powerball POWERPLAY multiplier feature. The Colorado Lottery becomes the 22nd State Lottery to join the MUSL on August 8th when it begins selling tickets for the POWERBALL game. On December 18th – the Pennsylvania Lottery becomes the 23rd member to join the Multi State Lottery Association. The PA Lottery will begin selling POWERBALL tickets in June the following year.
2002
The Multi State Lottery Association discontinues the ROLLDOWN game on April 6th. The following day – the MUSL introduce a new multi state lottery game – HOT LOTTO. Tickets are first sold on April 7th. April 10th sees the first drawing of the new HOT LOTTO game which uses a double matrix of 5/39 + 1/19. A new game – 2by2 – is introduced by the Multi State Lottery Association on June 3rd. Draws are seven days a week and the top prize is US$ 22,000. State Lotteries to offer the 2by2 are the Nebraska Lottery, Kansas Lottery and the North Dakota Lottery. The Pennsylvania Lottery sells it very first tickets for the MUSL POWERBALL game on June 27th with the first POWERBALL draw to include PA Lottery players taking place on June 29th. October 1st sees the introduction of the Multi State Lottery Association introduce its POWERBALL INSTANT MILLIONAIRE TV game show. Changes are made to the POWERBALL game by the MUSL on October 9th. The Powerball’s double matrix now becomes a configuration of 5/53 + 1/42 and sports a brand new feature – the MATCH 5 BONUS. Jackpot odds are now 1 in 120,526,770. October 9th sees the South Carolina Lottery become the 24th State Lottery to join the MUSL and begin to sell POWERBALL tickets. The Virgin Islands Lottery joins the MUSL on November 16th and becomes the 25th member to offer the POWERBALL game.
2003
The 26th State to join the Multi State Lottery Association is the Vermont Lottery who begin lottery ticket sales for the POWERBALL game on July 2nd.
2004
The North Dakota Lottery becomes the 27th member to join the Multi State Lottery Association (MUSL) and offer POWERBALL on March 25th. March 27th sees the first POWERBALL draw take place that includes ND Lottery players. The DC Lottery begin selling tickets for the HOT LOTTO game on April 5th with the first HOT LOTTO draw to include DC Lottery players taking place on April 7th. The Tennessee Lottery become the 28th member of the MUSL on April 21st when they start offering the POWERBALL game as part of their portfolio. The North Dakota Lottery start selling tickets for a second Multi State Lottery Association game on June 24th – the HOT LOTTO – with the first HOT LOTTO draw to include ND Lottery players taking place on June 26th. On July 31st – the Maine State Lottery rejoins the Multi State Lottery Association and becomes the 29th member to sell tickets for the huge POWERBALL game. The Multi State Lottery Association bring to an end their POWERBALL INSTANT MIILIONAIRE show with the last episode taking place on September 25th. The North Dakota Lottery introduce a third Multi State Lottery game on September 23rd – and begin selling tickets for the MUSL’s WILD CARD 2. September 25th sees the first WILD CARD 2 draw take place that includes North Dakota Lottery players. Other State Lotteries to carry the game are the Idaho Lottery, Montana Lottery and South Dakota Lottery.
2005
The POWERBALL matrix is given a matrix change by the Multi-State Lottery Association on August 28th – from 5/53 + 1/42 to 5/55 + 1/42.A record POWERBALL jackpot is produced on October 19th when an incredible US$ 340 Million is won by the Chany and West familes in Jacksonville, Oregon. The families share the great prize.
2006
January 14th sees the Oklahoma Lottery become the 30th State Lottery to join the MUSL and begin selling tickets for the POWERBALL game. The North Dakota Lottery become the 3rd State to sell tickets for the MUSL’s 2by2 game on February 2nd. The other State Lotteries offering the game are the Kansas Lottery and the Nebraska Lottery. A world record POWERBALL jackpot of an incredible US$ 365 Million is won by a group of Nebraska factory workers following the drawing on February 18th. This still stands as the largest lottery jackpot won in the world to date on a single lottery ticket. On March 1st the Multi State Lottery Association introduce a special promotion for the first time on its Powerball POWERPLAY feature. For a limited time players have the chance to multiply their non-jackpot Powerball winnings by 10 times. The Kansas Lottery becomes the 9th State Lottery to sell tickets for the multi state HOT LOTTO game on March 12th. The first HOT LOTTO draw to include KS Lottery players takes place on March 15th. On May 30th the North Carolina Lottery becomes the 31st member to join the MUSL and start selling POWERBALL tickets. The first POWERBALL draw to include NC Lottery players takes place on May 31st. The Multi State Lottery Association introduce another game on July 23rd – CA$HOLA. The Delaware Lottery along with the West Virginia Lottery and the Rhode Island Lottery are the 3 States to begin selling tickets for this first multi-state Video Lottery game. November 12th sees the New Mexico Lottery become the 10th State Lottery to sell tickets for the HOT LOTTO.
2007
The Multi State Lottery Association game HOT LOTTO produces its largest ever jackpot to date on January 13th when John Hall from Indianola, Iowa wins a record amount of US$ 19.7 Million.The 2nd special promotion of the Powerball POWERPLAY feature is introduced by the MUSL on April 4th affording players the possibilty of multiplying their non-jackpot winnings by 10 times over 8 games. On July 4th – the HOT LOTTO produces its second biggest jackpot when Lori Boyle from Independence, Kansas wins an amazing US$ 12.9 Million. The 11th State Lottery to offer the HOT LOTTO game is the Idaho Lottery which begins selling HOT LOTTO tickets on October 3rd.
2008
January 3rd sees the Multi State Lottery Association introduce its “Sizzler” option for the HOT LOTTO game. Players can now play the HOT LOTTO with the “Sizzler” add-on and multiply their winnings.Also on January 3rd – the Oklahoma Lottery becomes the 12th State Lottery to offer the MUSL’s HOT LOTTO game. The Delaware Lottery becomes the 13th USA Lottery company to offer the HOT LOTTO game when it starts selling HOT LOTTO tickets on January 28th. The Multi State Lottery Association introduce a TUESDAY DOUBLE PRIZE feature to the 2by2 game on February 22nd. Kansas Lottery, Nebraska Lottery and North Dakota Lottery players now have the potential to double the 2by2 jackpot of US$ 22,000 to US$ 44,000. The 3rd special promotion of the Powerball POWERPLAY feature is introduced by the Multi State Lottery Association on April 2nd affording players the possibility of multiplying their non-jackpot winnings by 10 times – this time over 9 games.
2009
On January 4th the Florida Lottery becomes the 32nd and latest State Lottery to join the MUSL and start selling tickets for the POWERBALL game. At the same time the MUSL enhance the Powerball Powerplay feature so that anyone who matches 5 of the main numbers and plays with POWERPLAY will win US$ 1 Million no matter what POWERPLAY number was drawn. Other significant changes to the POWERBALL game are made by the Multi State Lottery Association on January 4th. The matrix is altered to 5/59 + 1/39 and the starting jackpot is increased to US$ 20 Million. The Multi State Lottery Association move the drawings of the POWERBALL game from Des Moines, Iowa to the Universal Studios in Orlando, Florida on January 7th. The Vermont Lottery becomes the 14th State Lottery to offer the Multi State Lottery Association HOT LOTTO game on July 5th when it begins selling HOT LOTTO tickets. July 8th sees the first HOT LOTTO draw take place that includes players of the Vermont Lottery. On October 9th an agreement is made between the Mega Millions Consortium and the Multi-State Lottery Association that will allow the cross-sales of MEGA MILLIONS tickets within states that offer the POWERBALL game and the sale of POWERBALL tickets within states that offer the MEGA MILLIONS game. The Maine State Lottery becomes the 15th member State to sell tickets for the HOT LOTTO game on October 11th. October 14th sees the first HOT LOTTO draw take place that includes players of the Maine Lottery. The Arkansas Scholarship Lottery becomes the 33rd State Lottery to begin selling tickets for the POWERBALL game on October 31st. November 4th sees the first POWERBALL draw take place including players of the Arkansas Lottery.
2010
The cross-selling agreement that was made last October takes effect on January 31st when the POWERBALL game from the Multi State Lottery Association is offered for sale in 10 MEGA MILLIONS states and the MEGA MILLIONS game is offered for sale in 23 MUSL POWERBALL states. New US State Lotteries offering the POWERBALL game are the Georgia Lottery, Illinois Lottery, Maryland Lottery, Massachusetts Lottery, Michigan Lottery, New Jersey Lottery, New York Lottery, Texas Lottery, Virginia Lottery and Washington Lottery. The total number of US Lotteries offering POWERBALL is now 43. New US State Lotteries offering the MEGA MILLIONS game are the Arkansas Lottery, Connecticut Lottery, DC Lottery, Delaware Lottery, Hoosier Lottery (Indiana), Idaho Lottery, Iowa Lottery, Kansas Lottery, Kentucky Lottery, Minnesota Lottery, Missouri Lottery, New Hampshire Lottery, New Mexico Lottery, North Carolina Lottery, North Dakota Lottery, Oklahoma Lottery, Pennsylvania Lottery, Rhode Island Lottery, South Carolina Lottery, Tennessee Lottery, Vermont Lottery, West Virginia Lottery and Wisconsin Lottery. The total number of US Lotteries offering MEGA MILLIONS is now 35. February 2nd sees the first drawing of the MEGA MILLIONS game to include the 23 new MUSL members. February 3rd sees the first drawing of the POWERBALL game to include the 10 new Mega Millions Consortium members. The Montana Lottery becomes the 36th US Lottery to sell tickets for the MEGA MILLIONS game on March 1st. On March 20th the Nebraska Lottery becomes the 37th US State Lottery to sell tickets for the MEGA MILLIONS game. The 38th State Lottery to start selling MEGA MILLIONS tickets is the Oregon Lottery who begin sales on March 28th. On April 16th the Ohio Lottery becomes the 44th Lottery company to start selling tickets for the POWERBALL game. The Arizona Lottery becomes the 39th Lottery company to sell tickets for the MEGA MILLIONS game on April 18th. The Maine State Lottery rejoins the Multi State Lottery Association to become the 40th US Lottery to sell tickets for the MEGA MILLIONS game on May 9th. On May 16th the Colorado Lottery and the South Dakota Lottery both begin selling MEGA MILLIONS tickets meaning that the total number of State Lotteries now offering the MEGA MILLIONS game is now 42.
