Multi State Lottery Association

The M.U.S.L. Multi State Lottery Association was first created on September 16th 1987 for the purposes of enabling the running and all administration of USA Lottery games that were to be played across more than one State or Jurisdiction in the United States – ie. Multi Jurisdictional or Multi State Lottery games.

The Multi-State Lottery Association is a not-for-profit organization that is wholly owned and organized by the 33 US State Lottery companies that make up its membership & is based in Urbandale, West Des Moines, Iowa.

Each of these member State Lottery companies offers its players at least one of the games that are administered by the MUSL – some of the US Lotteries offer more than one of the games.

Each individual USA Lottery company retains any net profits accrued via the sale of any MUSL game in its own territory.

As well as its own flagship game – the Powerball Lottery – the Multi State Lottery Association also operates a number of other games which we shall look at in greater detail down the page.

MUSL What Does it Do?

As well as actually operating and administering the various Multi State Lottery games – the MUSL carries out other vital services for the many US Lottery companies who are members.

These include the actual designing of the lottery games themselves, accounting and the looking after of finances, all aspects of the actual lottery drawings for each game, ongoing advertising and promotions plus all public relational activity.

The Multi State Lottery Association carry out the drawings of all games except the Powerball from its Wes Des Moines, Iowa HQ.

Drawings for the Powerball game are conducted by the Multi State Lottery Association at Universal Studios in Orlando, Florida. Sometimes these draws are carried out remotelyaway from the studios in various locations throughout its member States.

Powerball / Mega Millions Cross-Sales

During 2009 discussions were held between the MUSL and the rival Mega Millions Consortium regarding the possibility of selling each other’s games in their respective States and Jurisdictions.

An historic agreement to begin the cross-sales of Powerball tickets and Mega Millions tickets across all participating States and Jurisdictions was made between the Multi State Lottery Association and Mega Millions Consortium on October 13th 2009.

As a result of this agreement – on January 31st 2010 – the cross-selling of these two games began with the Powerball now being offered in States that previously just sold tickets for the Mega Millions game and the Mega Millions now being offered in States that previously just sold tickets for the Powerball game.

Cross sales having begun – this increased the number of US State Lotteries that now sold the MUSL’s Powerball game to 43 and the number of States that offered the Mega Millions game to 36.

In April 2010 the Ohio Lottery became the next US Lottery company to offer the Powerball game followed by the California Lottery in April 2013 making the total number of Powerball States now 45 whilst 9 more State Lotteries began to offer the Mega Millions making the total number of Mega Millions States now 45.

The member lotteries of the MUSL are those USA Lottery companies who were already members as at January 30th 2010 – the day prior to the cross-sales of both games taking place.

There are a total of 33 Multi State Lottery Association members and here is a complete list including the date that they joined as well as the various MUSL games they offer to their players.
