Delaware State Lottery Delaware Lotto

The Delaware State Lottery was created in May 31st 1974 after legislation was passed which authorized a lottery to be operated within Delaware State.

Lottery Delaware is operated by the Delaware State government who oversee the running and organization of all DE Lottery games.

Right from when the very first Delaware Lotto ticket was sold way back in October 1975 – the aim of the DE Lottery has been to benefit the citizens of Delaware by providing maximum revenue contributions to the Delaware General Fund – at the same time as providing exciting, entertaining and affordable games.

This is still the case today and since 1975 the Delaware Lottery has provided the General Fund with more than US$ 3 Billion in lottery funding.

The Delaware State Lottery is based in Dover, DE.

Delaware Lottery Overview

The Delaware State Lottery sells lottery tickets from its network of over 525 authorized DE Lottery retailers throughout the state and has its Headquarters at 1575 McKee Road, Suite 102, Dover, DE 19904.

In addition to the Delaware Lottery Headquarters – there are also 3 Redemption/Claim Centers where you can claim your DE Lottery winnings – these are based at Dover, Wilmington and Georgetown.

The Delaware Lottery also takes part in 2 of the biggest lottery games in the world – the huge Multi-State USA Lottery games Mega Millions and Powerball plus the smaller Hot Lotto – all of which we will be looking into in much greater detail.

Delaware Lottery Games

There are numerous games that are offered by the Delaware State Lottery including two of the biggest world lotteries – the Mega Millions and Powerball and the other popular multi-state game – Hot Lotto.

We will first of all take a look at these Multi-State USA Lottery games that the DE Lottery offers in conjunction with the MUSL Multi State Lottery Association and Mega Millions Consortium – and later move on to the other DE Lottery games that are available.

Delaware Powerball DE Powerball

Powerball is a Multi-State USA Lottery that is run & syndicated across the USA by the MUSL – Multi State Lottery Association – and is one of the largest lottery games in the world having produced a record jackpot of an incredible US$ 1.58 BILLION. This sum is the largest lottery jackpot to have been won in the world to date.

The very first Powerball draw took place on April 22nd 1992 with 16 USA Lottery companies – who were all members of the MUSL – taking part after the game changed its format and name from Lotto America which had first started on February 13th 1988.

Delaware Powerball Overview

The Delaware Lottery is 1 of 47 US State Lotteries & District Lotteries that offer the Powerball game – in this case the Delaware Powerball – as part of its overall portfolio of lottery games.

The Delaware Powerball was first sold on April 22nd 1992 when the Powerball game was launched – as the Delaware Lottery was already a member of the Multi State Lottery Association (MUSL) – having become the 16th state to join on January 14th 1991.

Delaware Powerball How it Works

The Powerball Delaware works in the same way as the Powerball game works in all the States and Districts in the US that offer the game.

Jackpots start off at US$ 40 MILLION and ROLLOVER after each draw when the top prize is not won – making for some massive jackpot figures.

6 numbers are drawn in total for the DE Powerball game from 2 separate drawing machines – first of all 5 numbers are drawn from 69 white balls followed by 1 number (the POWERball) which is drawn from 26 red balls.

Draws for the Delaware Lottery Powerball take place twice every week on Wednesdays and Saturdays at 10.59pm EST.

Delaware Mega Millions DE Mega Millions

The Mega Millions is a Multi-State USA Lottery that is run and operated by the Mega Millions Consortium – who administer and syndicate the game across the USA and is one of the largest lottery games in the world – having produced a massive world record jackpot of an incredible US$ 656 MILLION on March 30th 2012. This record jackpot was shared between 3 Mega Millions winners from Maryland, Kansas and Illinois and stands as the 2nd largest jackpot won to date in world lottery history.

The very first Mega Millions draw took place on May 17th 2002 with 6 USA Lottery companies taking part who were all members of the Mega Millions Consortium.

The game had changed its name and format from the Big Game which had started on August 31st 1996. Upon this change – 2 further State Lottery companies joined and more were to follow.

DE Mega Millions Overview

The Delaware State Lottery is 1 of 46 US State Lotteries & District Lotteries that offer the Mega Millions game – in this case the Delaware Mega Millions – as part of its overall portfolio of lottery games.

The Delaware Mega Millions was first sold on January 31st 2010 when the Multi State Lottery Association (MUSL) who run the Powerball game – of which the DE Lottery is a member – entered into a cross-selling agreement with the Mega Millions consortium – allowing the sales of Mega Millions in Powerball states and Powerball in Mega Millions states.

DE Mega Millions How it Works

The Mega Millions Delaware works in exactly the same way as the Mega Millions game works in all the States and Districts in the USA that offer the game.

If you’ve had DELottery win of between US$ 600 and US$ 5,000 – you can need to claim your prize at 1 of 3 Delaware Lottery Division of Revenue offices in Wilmington, Dover or Georgetown.

If you’ve had a Delaware Lottery win of US$ 5,001 or more – you will need to claim your prize from the DelawareLottery Headquarters in Dover.

Delaware Lottery Timeline History

1974

Governor Sherman W. Tribbit passes legislation which is an Act that is established by the General Assembly creating the fledgling Delaware State Lottery on May 31st.

1975

The Delaware Lottery sells its first lottery tickets in October. These Delaware Lotto tickets are for weekly draw games.

1976

The first Instant Lottery game to be introduced by the DELottery appears on February 10th – DIAMOND INSTANT DOLLARS.

1977

The first Delaware State Lottery game to have televised draws – LUCKY STARS – is introduced on September 27th and is shown weekly on WHYY-TV (Channel 12).

1978

The earliest incarnation of today’s DE Lottery PLAY 3 game – DAILY NUMBERS – is introduced on January 24th. DAILY NUMBERS is Delaware Lottery’s first online, numbers game and is drawn twice every day.

1980

A second online, numbers game is introduced by the Delaware State Lottery on January 5th – PLAY 4. Still popular today – it is drawn twice a day.

1983

April 23rd sees the introduction of the Delaware Lottery DELAWARE LOTTO game which is a jackpot lottery with an annuity jackpot top prize.

1984

Delaware Lottery players are given the option of having their numbers picked by a random number generator from 1984 onwards when E-Z PICK – today known as QUICK PICK – is introduced.

1991

The Delaware State Lottery becomes the 16th member to join the Multi-State Lottery Association (MUSL) and begins to sell lottery tickets for the multi-state LOTTO AMERICA on January 14th.

1992

The Multi State Lottery Association (MUSL) completely change the LOTTO AMERICA game and rename it POWERBALL. The Delaware Lottery begins selling POWERBALL tickets at US$ 1 a play along with 15 other US Lottery companies on April 19th.

The first POWERBALL draw takes place on April 22nd with a new double matrix of 5/45 + 1/45 and jackpot odds of 1 in 54,979,155.

1993

The Delaware Lottery renames its DELAWARE LOTTO game to LOTTO in 1993 and adds the option of a jackpot prize in cash.

1994

July sees law passed in the Delaware State that allows the Delaware Lottery to use Video Lottery machines at the State’s racetracks.

1996

A special game – WINNING HAND – is introduced by the Delaware Lottery in 1996. This game is the first of several Delaware Lotto games that are offered for a limited time period.

1997

November 5th sees the first draw of POWERBALL with the changes made. Jackpot odds are now 1 in 80,089,128.

1998

A special horse race game is introduced by the Delaware Lottery in 1998. The game features animated horses and is known as RUN FOR THE MONEY.

1999

This year sees a new special game introduced by the Delaware State Lottery – LUCKY DATE – whereby Delaware Lotto players can use their favorite dates when playing.

2000

A new game is brought out by the Multi-State Lottery Association (MUSL) – ROLLDOWN – which sees its first draw on September 9th with Delaware Lottery players able to take part.

2001

On March 7th the Multi-State Lottery Association (MUSL) introduces a significant feature to the POWERBALL game – POWER PLAY – allowing players to multiply ther non-jackpot winnings by up to five times.

On November 2nd – the Multi-State Lottery Association (MUSL) make changes to the POWERBALL game. A new double matrix of 5/49 + 1/42 is given, the jackpot annuity time period is increased from 20 to 25 years and players are now provided with the option of taking jackpot winnings as a cash lump sum.

August 25th sees Delaware Lottery players – Kathleen Kearney from Hockessin and her brother Michael J. Kearney from Pittsburgh win a quarter of the massive US$ 294.8 Million POWERBALL jackpot up for grabs. The 5th winners of a
DE POWERBALL jackpot to date win US$ 73.7 Million and choose the cash option of US$ 30,051,852.56.

2002

The Multi-State Lottery Association (MUSL) brings its ROLLDOWN game to an end on April 6th.

October 1st sees the POWERBALL INSTANT MILLIONAIRE TV game show introduced by the Multi-State Lottery Association (MUSL).

Changes are made to the POWERBALL game by the MUSL (Multi-State Lottery Association) on October 9th. The Powerball’s double matrix now becomes a configuration of 5/53 + 1/42 and sports a brand new feature – the MATCH 5 BONUS. Jackpot odds are now 1 in 120,526,770.

2004

The first Delaware Lottery US$ 20 Instant ticket game is introduced in 2004 – MONEY, MONEY, MONEY.

The POWERBALL INSTANT MILLIONAIRE TV game show is brought to an end by the Multi-State Lottery Association (MUSL) on September 25th.

October 9th sees a record jackpot win on the DE POWERBALL when an incredible US$ 214.7 Million is won by a group of 33 employees from Seaford. This still ranks as the biggest jackpot win in Delaware Lottery history.

2005

Lottery DE make changes to the LOTTO game which becomes today’s MULTI-WIN LOTTO in 2005.

The Multi-State Lottery Association (MUSL) make further changes to the POWERBALL game on August 28th. The POWERBALL’s double matrix now becomes 5/55 + 1/42.

2006

A world record POWERBALL jackpot of US$ 365 Million is won by a group of Nebraska factory workers following the drawing on February 18th. Until 2013 this stood as the largest lottery jackpot to have been won in the world on a single lottery ticket.

The Multi-State Lottery Association (MUSL) introduce another game on July 23rd – CA$HOLA. The Delaware Lottery along with the West Virginia Lottery and the Rhode Island Lottery are the only 3 States to begin selling lottery tickets for this first multi-state Video Lottery game.

2008

The Hot Lotto – another multi-state game from the MUSL (Multi-State Lottery Asociation) – joins the Delaware Lottery portfolio of games when the DELottery becomes the 13th US Lotto company to begin sales of Hot Lotto Tickets on January 28th.

December 31st sees the biggest Multi Win Lotto jackpot won to date of US$ 184,007 by a man from Middletown.

2009

January 4th sees some significant changes to the POWERBALL game – the intention being to create larger jackpot prizes and produce even more winners. Delaware Lottery players will now see jackpots starting off at a much increased US$ 20 Million, a new US$ 1 Million is created and the Powerball matrix changes to 5/59 + 1/39. Also – draws for the Powerball move to Orlando’s Universal Studios in State of Florida – with the Florida Lottery joining the MUSL in selling Powerball Tickets.

A big Delaware Powerball win occurred on February 28th when 2 good friends shared half the jackpot of US$ 174.4 Million – the 8th Delaware Powerball jackpot win paid out to date.

Sports Lottery is introduced into Dover Downs, Delaware Park in Stanton and Midway Slots and Simulcast introduced in Harrington by the Delaware Lottery from September 10th.

On October 9th an agreement is made between the Mega Millions Consortium and the MUSL – Multi-State Lottery Association – to allow the cross-sales of MEGA MILLIONS tickets within states that offer the POWERBALL game and the sale of POWERBALL tickets within states that offer the MEGA MILLIONS game. As a member of the Multi-State Lottery Association – the DE Lottery will begin selling Mega Millions Tickets come January.

October 26th sees the DE State Lottery introduce FAST PLAY.

2010

On January 31st the DE Lottery sells its first lottery tickets for the national Mega Millions game – as a result of the recently made cross-selling agreement between the Mega Millions Consortium and the Multi-State Lottery Association (MUSL) – in October 2009.

Delaware Lottery Where the Money Goes

Proceeds raised by the Delaware Lottery go right back to the citizens of the State of Delaware – whether it’s in prize money or profits that will be transferred to the State’s General Fund.

Prize Money accounts for 50% of the revenue from Delaware Lottery games – with the General Fund receiving more than 30%.

The General Fund of Delaware uses this lottery funding to assist in providing state services that benefit a wide range of people throughout the State.

Just some of the areas of life in the State of Delaware to receive net proceeds from Delaware Lottery games are – public and higher education, health and social services, public safety, child, youth and family services, natural resources and environmental control plus judicial and corrections services.

Since its inception in 1975 – the General Fund in Delaware has received more than US$ 3 Billion of Delaware Lottery funding.
