South Dakota State Lottery – SD Lotto
The South Dakota State Lottery was created on April 2nd 1987 after a referendum the previous November saw 60% of South Dakotan voters say “Yes” to the authorization of a State Lottery.
The South Dakota Lottery is operated by the South Dakota State government who oversee the running and organization of each of the SD Lottery games.
Right from when the first South Dakota Lotto ticket was sold on September 30th 1987 – the aim of the SD Lottery has been to benefit the people of South Dakota at the same time as providing exciting lottery games that offer affordable entertainment and value to its players.
This is still the case today with SD Lottery funds greatly assisting the areas of Education, Natural Resources and Taxation.
The South Dakota State Lottery is based in Pierre, SD.
South Dakota Lottery – Overview
The South Dakota Lottery sells lottery tickets from its network of over 570 authorized SD Lottery retailers throughout the state and has its Headquarters at 207 E. Capitol Avenue, Suite 200, Pierre, SD 57501.
In addition to its Headquarters in Pierre – the South Dakota State Lottery has 2 Regional Offices in Rapid City and Sioux Falls.
The SD Lottery also takes part in 3 of the biggest lottery games in the world – the huge multi-state USA Lottery games Mega Millions and Powerball – plus the slightly smaller but highly popular HOT LOTTO – all of which we will be looking into in much greater detail.
We will be looking at the various South Dakota Lotto games below – how these games work and who can play them – as well as delving into some of the history of the South Dakota State Lottery in more detail.
South Dakota Lottery – Games
There are numerous games that are offered by the South Dakota State Lottery including two of the largest world lotteries – the Mega Millions and Powerball plus the other big, multi-state US Lottery – the HOT LOTTO.

South Dakota Powerball
Powerball is a Multi-State USA Lottery that is run & syndicated across the USA by the MUSL – Multi State Lottery Association – and is one of the largest lottery games in the world having produced a record jackpot of an incredible US$ 365 Million. This sum is the largest lottery jackpot ever won to date on a single lottery ticket.
The very first Powerball draw took place on April 22nd 1992 with 16 USA Lottery companies – who were all members of the MUSL – taking part after the game changed its format and name from Lotto America which had originally started on February 13th 1988.
South Dakota Powerball – Overview
The South Dakota Lottery is 1 of 44 US State Lotteries & District Lotteries that offer the Powerball game – in this case the South Dakota Powerball – as part of its overall portfolio of lottery games.
The SD Powerball was first sold on April 22nd 1992 when the Powerball game was launched – as the South Dakota Lottery was already a member of the Multi-State Lottery Association (MUSL) – having become the 14th state to join on November 15th 1990.
South Dakota Powerball – How It Works
The South Dakota Powerball Lottery works in the same way as the Powerball game works in all the States and Districts in the US that offer the game.
Jackpots start off at US$ 20 Million and ROLLOVER after each draw when the top prize is not won – making for some massive jackpot figures.
6 numbers are drawn in total for the SD Powerball game from 2 separate drawing machines – first of all 5 numbers from 59 white balls are drawn followed by 1 number (the POWERball) from 39 red balls.
Draws for the South Dakota Powerball take place twice every week on Wednesdays and Saturdays at 9.59pm CST (8.59 MST).
In addition to the 6 main Powerball numbers drawn – a further number is drawn – using a Random Number Generator…the Powerball POWERPLAY number…

South Dakota Mega Millions
The Mega Millions is a Multi-State USA Lottery that is run by and operated by the Mega Millions Consortium – who administer and syndicate the game across the USA and is one of the largest lottery games in the world – having produced a massive world record jackpot of an incredible US$ 390 Million. This record jackpot was shared between 2 Mega Millions winners from New Jersey and Georgia.
The very first Mega Millions draw took place on May 17th 2002 with 6 USA Lottery companies taking part who were all members of the Mega Millions Consortium.
The game had changed its name and format from the Big Game which had started on August 31st 1996. Upon this change – 2 further State Lotteries joined and many more were to follow.
South Dakota Mega Millions – Overview
The South Dakota State Lottery is 1 of 42 US State Lotteries & District Lotteries that offer the highly popular Mega Millions game – in this case known as the South Dakota Mega Millions – as part of its overall portfolio of lottery games.
The South Dakota Mega Millions lottery was first sold on May 31st 2010 after the Multi State Lottery Association (MUSL) who run the Powerball game – of which the SD Lottery is a member – had entered into a cross-selling agreement with the Mega Millions consortium – allowing the cross-sales of Mega Millions in Powerball states and Powerball in Mega Millions states.
South Dakota Mega Millions – How It Works
The SD Mega Millions works in the same way as the Mega Millions game works in all the States and Districts in the USA that offer the game.
Jackpots start off at US$ 12 Million and ROLLOVER after each draw when the top prize is not won – making for some enormous jackpot figures that can be won on the South Dakota Mega Millions.
6 numbers are drawn in total for the SD Mega Millions – from 2 separate drawing machines – firstly 5 numbers from 56 white balls are drawn and then 1 number (the MEGAball) from 46 gold balls.

For all SD Lottery prizes you will have 180 days from either the date of the draw or the announced end game date to make your claim before your SD Lotto ticket will expire.
If your win on the South Dakota Lottery is up to US$ 100.00 – you will be able to claim your winnings from any SD Lotto retailer or by mail.
If you’ve had a South Dakota Lotto win of US$ 100 or more – you can claim your prize either at one of the South Dakota Lottery offices in Pierre, Sioiux Falls or Rapid City or by mail.

South Dakota Lottery Timeline – History
1986
A referendum is put to the citizens of South Dakota to see whether they want their own State Lottery. On November 4th they vote a resounding “Yes” with 60% in favour of the creation of a South Dakota State Lottery. 1987 A bill is signed into law on April 2nd – that creates the South Dakota Lottery. The newly formed South Dakota State Lottery begin the sales of their very first lottery tickets on September 30th – MATCH 3 Scratch tickets. 1989 A new bill is signed into law on March 1st – authorizing the use of Video Lottery games by the South Dakota Lottery. On October 16th – the South Dakota State Lottery becomes the first USA Lottery company to introduce Video Lottery Terminals (VLTs). 1990 February 28th sees a new bill being passed into law which allows the SD Lottery to sell tickets for jackpot-style lotto games. On November 15th – the South Dakota Lottery becomes the 14th member to join the Multi-State Lottery Association (MUSL) and begins selling tickets for its LOTTO AMERICA game which was first drawn back on Feb 13th 1988. 1992 On April 18th – the Multi-State Lottery Association (MUSL) conduct the last draw of the LOTTO AMERICA game. The following day sees the launch of a bigger and better game from the MUSL – POWERBALL – which replaces LOTTO AMERICA. The South Dakota Lottery begins selling POWERBALL tickets on April 19th. The first South Dakota POWERBALL draw takes place on April 22nd. POWERBALL has a double matrix of 5/45 + 1/45, costs US$ 1 per play and offers jackpot odds of 1 in 54,979,155. 1993 The South Dakota Lottery introduces its first own in-house lotto game on April 12th – DAKOTA CASH. The South Dakota Lottery introduce NICKEL VIDEO LOTTERY games to their portfolio on August 13th. 1994 On February 20th – the Multi-State Lottery Association (MUSL) – introduce a new game called the TRI-WEST LOTTO which has a matrix of 6/41, a rollover jackpot and costs US$ 1 per play. The South Dakota Lottery joins with the Idaho Lottery and Montana Lottery in selling the TRI-WEST LOTTO. The first US$ 2 Scratch ticket to be introduced by the South Dakota Lottery appears on March 21st. 1995 The MUSL – Multi-State Lottery Association – change the matrix of the TRI-WEST LOTTO to 6/33 on February 4th and offer the players the option if taking jackpot winnings as a cash lump sum. 1996 Another new game is introduced by the Multi-State Lottery Association (MUSL) on September 16th – DAILY MILLIONS – where players can win a top prize of US$ 1 Million by picking 2 numbers from each of three sets of 21. Eight USA Lottery companies begin selling tickets for the game including the South Dakota Lottery. 1997 The POWERBALL game is given some changes by the Multi-State Lottery Association – MUSL. November 2nd sees the matrix change to 5/49 + 1/42 and players are given the option to take jackpot winnings in the form of a cash lump sum. The annuity option is also changed from 20 to 25 years. 1998 On February 1st – the Multi-State Lottery Association (MUSL) retire the TRI-WEST LOTTO and introduce a new game – WILD CARD LOTTO. March 29th sees the MUSL bring the DAILY MILLIONS game to an end. The following day a new game – CASH4LIFE – is introduced by the MUSL – Multi-State Lottery Association. South Dakota Lottery players take part from the outset on March 30th and can play to win US$ 1,000 a week for life. The first US$ 3 Scratch ticket is introduced by the South Dakota Lottery on July 7th. 1999 The South Dakota Lottery bring out their first US$ 5 Scratch ticket on April 20th. The Multi-State Lottery Association make changes to the WILD CARD game on May 23rd. The game is renamed WILD CARD 2 and is given a new double matrix of 5/31 + 1/16. May 26th sees the first drawing of the new revamped WILD CARD 2. Jackpots rollover and start off at US$ 100,000 and the game is played by players from the South Dakota Lottery, Idaho Lottery and Montana Lottery. 2000 The CASH4LIFE game is retired by the Multi-State Lottery Association on September 7th. The following day a new game – ROLLDOWN – is introduced by the MUSL replacing CASH4LIFE. South Dakota Lottery players take part right from the start on September 8th. September 9th sees the first drawing of the MUSL’s new ROLLDOWN game. 2001 On March 4th the Multi-State Lottery Association (MUSL) add a significant feature to the POWERBALL game – POWERPLAY – a multiplier whereby players can increase their non-jackpot winnings by up to 5 times. March 7th sees the first POWERBALL drawing including the new POWERPLAY multiplier feature. The first US$ 10 Scratch ticket to be introduced by the South Dakota Lottery appears on March 8th. 2002 On April 6th – the Multi-State Lottery Association discontinue the ROLLDOWN game. The following day – the MUSL introduce a new multi-state game which is added to the South Dakota Lottery portfolio – HOT LOTTO. Tickets are first sold on April 7th. April 10th sees the first drawing of the new HOT LOTTO game which uses a double matrix of 5/39 + 1/19. The Multi-State Lottery Association – MUSL – changes the matrix of the POWERBALL game on October 9th. The new configuration is 5/53 + 1/42 and another feature added to the game is the Match 5 BONUS. 2003 The very first POWERBALL jackpot to be won in South Dakota is the fantastic US$ 50.9 Million won on February 1st by The Watertown 34. This still ranks as the third biggest South Dakota Powerball won to date. 2005 The POWERBALL matrix is given another change by the Multi-State Lottery Association on August 28th – this time to 5/55 + 1/42. 2006 A world record POWERBALL jackpot of an incredible US$ 365 Million is won by a group of Nebraska factory workers following the drawing on February 18th. This still stands as the largest lottery jackpot won in the world to date on a single lottery ticket. Another South Dakota Lottery POWERBALL jackpot win occurs on May 17th when Bill and Tina Nguyen from Pierre scoop an amazing US$ 116.8 Million. This win currently stands as the second highest in SD Powerball history. 2007 The first US$ 20 Scratch ticket is brought out by the South Dakota Lottery on July 23rd. The South Dakota Lottery introduces its first RAFFLE game on September 30th. December 31st sees the first Dakota RAFFLE draw take place. 2008 January 3rd sees the Multi-State Lottery Association introduce its “Sizzler” option for the HOT LOTTO game. South Dakota Lottery players can now play with the “Sizzler” add-on and multiply their winnings when buying their HOT LOTTO tickets. 2009 January 4th sees some significant changes to the POWERBALL game – the intention being to create larger jackpot prizes and produce even more winners. South Dakota Lottery players will now see jackpots starting off at an increased US$ 20 Million. Also a new prize level is created – where players can win US$ 1 Million with the Match 5 BONUS feature using POWERPLAY. The Powerball matrix changes to 5/59 + 1/39 and draws for the Powerball move to Orlando’s Universal Studios in Florida – with the Florida Lottery joining the MUSL in selling Powerball tickets. The largest jackpot ever won so far on the South Dakota Lottery Powerball is the US$ 232.1 Million won by Neil Wanless from Mission on May 27th. Neil elected to take the cash option of approximately US$ 88.5 Million. On October 9th an agreement is made between the Mega Millions Consortium and the MUSL – Multi-State Lottery Association – to allow the cross-sales of MEGA MILLIONS tickets within states that offer the POWERBALL game and the sale of POWERBALL tickets within states that offer the MEGA MILLIONS game. The South Dakota Lottery will begin selling MEGA MILLIONS tickets come May. 2010 On May 31st the South Dakota Lottery sells its first lottery tickets for the national MEGA MILLIONS game – as a result of the recently made cross-selling agreement between the Mega Millions Consortium and the Multi-State Lottery Association (MUSL) – in October 2009. The first South Dakota Lottery MEGA MILLIONS draw on June 1st sees 416 South Dakota Lottery players win a total of US$ 2,426.
South Dakota Lottery – Where the Money Goes…
Net proceeds from South Dakota State Lottery games is used to benefit the citizens of South Dakota in a variety of different ways.
The profits from South Dakota Lottery games is split distributed and shared between the State’s General Fund, the Property Tax Reduction Fund and the Capital Construction Fund.
Since it began in 1987 – the South Dakota State Lottery has raised more than US$ 1.8 Billion for these Funds – helping to enhance the quality of life within South Dakota.
South Dakota Lottery funding supports State Education from K-12 Schools through to State Universities and Technical institutes via the General Fund.
Natural Resources such as rural water systems, community drinking water, wastewater improvements, recycling and waste disposal projects for local communities are all specific areas that received South Dakota Lottery funding via the Capital Construction Fund.
The Property Tax Reduction Fund uses South Dakota Lottery proceeds to help with the reduction of local Property Taxes on owner occupied and agricultural land in South Dakota.
