Minnesota State Lottery – Minnesota Lotto

The Minnesota State Lottery was created in June 1989 after a referendum saw 57% of Minnesotan voters say “Yes” to the authorization of a State Lottery the previous November.

The Minnesota Lottery is operated by the Minnesota State government who oversee the running and organization of all the
MN Lottery games.

When the first Minnesota Lotto ticket was sold back on April 17th 1990 – the aim of the MN Lottery was to benefit the people of Minnesota by raising money for the Environment and Natural Resources Trust Fund and the Greater Minnesota Corporation (GMC) – at the same time as providing exciting lottery games that offer affordable entertainment and value to its players.

This is still the case today and more detailed information on where the money goes from Minnesota Lotto games is provided further down the page.

The Minnesota State Lottery is based in Roseville, MN.

Minnesota Lottery – Overview

The Minnesota Lottery sells lottery tickets from its network of over 3,000 authorized MN Lottery retailers throughout the state and has its Headquarters at 2645 Long Lake Road, Roseville, MN 55113.

In addition to its Headquarters in Roseville – the Minnesota State Lottery has
4 Regional Offices in Detroit, Marshall, Owatonna and Virginia.

Minnesota Lottery – Games

There are numerous games that are offered by the Minnesota State Lottery including two of the largest lotteries in the world – the Mega Millions and Powerball plus the other big, multi-state USA Lottery – the HOT LOTTO.

We will first of all take a look at these multi-state USA Lottery games – that the MN Lottery offers in conjunction with the Multi-State Lottery Association (MUSL) and the Mega Millions Consortium – and later move on to the other Minnesota Lottery games that are available.

Minnesota Powerball

Powerball is a Multi-State USA Lottery that is run & syndicated across the USA by the MUSL – Multi State Lottery Association – and is one of the largest lottery games in the world having produced a record jackpot of an incredible
US$ 365 Million. This sum is the largest lottery jackpot ever won to date on a single lottery ticket.

The very first Powerball draw took place on April 22nd 1992 with 16 USA Lottery companies – who were all members of the MUSL – taking part after the game changed its format and name from Lotto America which had originally started on February 13th 1988.

Minnesota Powerball – Overview

The Minnesota Lottery is 1 of 44 US State Lotteries & District Lotteries that offer the Powerball game – in this case the Minnesota Powerball – as part of its overall portfolio of lottery games.

The MN Powerball was first sold on April 22nd 1992 when the Powerball game was launched – as the Minnesota Lottery was already a member of the Multi-State Lottery Association (MUSL) – having become the 12th state to join on
August 14th 1990.

Minnesota Powerball – How It Works

The Minnesota Powerball Lottery works in the same way as the Powerball game works in all the States and Districts in the US that offer the game.

Jackpots start off at US$ 20 Million and ROLLOVER after each draw when the top prize is not won – making for some massive jackpot figures.

6 numbers are drawn in total for the Powerball Minnesota game from 2 separate drawing machines – first of all 5 numbers from 59 white balls are drawn followed by 1 number (the POWERball) from 39 red balls.

Draws for the Minnesota Powerball take place twice every week on Wednesdays and Saturdays at 9.59pm CST (10.59 EST).

Minnesota Mega Millions Lottery

The Mega Millions is a Multi-State USA Lottery that is run and operated by the Mega Millions Consortium – who administer and syndicate the game across the USA and is one of the largest lottery games in the world – having produced a massive world record jackpot of an incredible US$ 390 Million. This record prize was shared between 2 Mega Millions winners from New Jersey and Georgia.

The very first Mega Millions draw took place on May 17th 2002 with 6 USA Lottery companies taking part who were all members of the Mega Millions Consortium.

The game had changed its name and format from the Big Game which had started on August 31st 1996. Upon this change – 2 further State Lotteries joined and many more were to follow.

Minnesota Mega Millions – Overview

The Minnesota State Lottery is 1 of 42 US State Lotteries & District Lotteries that offer the highly popular Mega Millions game – in this case known as the Minnesota Mega Millions lottery – as part of its overall portfolio of lottery games.

The Minnesota Mega Millions lottery was first sold on January 31st 2010 when the Multi State Lottery Association (MUSL) who run the Powerball game – of which the MN Lottery is a member – entered into a cross-selling agreement with the Mega Millions consortium – allowing the cross-sales of Mega Millions in Powerball states and Powerball in Mega Millions states.

Minnesota Mega Millions – How It Works

The Minnesota Mega Millions works in the same way as the Mega Millions game works in all the States and Districts in the USA that offer the game.

Jackpots start off at US$ 12 Million and ROLLOVER after each draw when the top prize is not won – making for some enormous jackpot figures that can be won on the Minnesota Mega Millions lottery.

For all MN Lottery prizes you will have 365 days from the date of the draw to make your claim before your MN Lotto ticket will expire.

If your win on the Minnesota Lottery is up to US$ 599.99 – you will be able to claim your winnings from any Minnesota Lotto retailer or by mail.

If you’ve had a Minnesota Lotto win of US$ 600 or more – you will need to claim your prize either at one of the MN Lottery regional offices or by mail – either way you’ll need to fill in a Minnesota Lottery ticket claim form.

If your Minnesota Lottery win is more than US$ 30,000 – you will need to claim your prize at the MN Lottery headquarters in Roseville.

Minnesota Lottery Timeline – History

1988

The question of whether to have a State Lottery or not is put before Minnesotan voters in November – with 57% saying “Yes” to the creation of a lottery within the State.

1989

The Minnesota State Lottery is created in June following legislation being passed – allocating profits to be shared between the Greater Minnesota Corporation (GMC) and the Environment and Natural Resources Trust Fund.

September sees the appointment of the Minnesota Lottery’s first Director – George R. Andersen.

1990

The very first lottery tickets are put on sale by the Minnesota Lottery on April 17th – these tickets are for Instant Scratch games.

On August 14th – the Minnesota Lottery becomes the 12th member to join the Multi-State Lottery Association (MUSL) and begins selling tickets for its
LOTTO AMERICA game which was first drawn back on Feb 13th 1988.

Also on August 14th – the Minnesota Lottery launches its own first in-house numbers game – DAILY 3 – which is still going strong today.

The first LOTTO AMERICA jackpot to be won by a Minnesota Lottery player occurs on November 13th when Rita Oberg from Roseville wins US$ 18.5 Million.

1991

The Minnesota Lottery introduce another lotto game – GOPHER 5 – on May 22nd with draws on Mondays, Wednesdays, and Fridays. Once again, the game is still going strong today.

1992

On April 18th – the Multi-State Lottery Association (MUSL) conduct the last draw of the LOTTO AMERICA game.

The following day sees the launch of a bigger and better game from the MUSL – POWERBALL – which replaces LOTTO AMERICA. The Minnesota Lottery begins selling POWERBALL tickets on April 19th.

The first Minnesota POWERBALL draw takes place on April 22nd. POWERBALL has a double matrix of 5/45 + 1/45, costs US$ 1 per play and offers jackpot odds of 1 in 54,979,155.

The first Minnesota POWERBALL jackpot winners emerge on May 13th when Bob and Nadine Lewis from Burnsville win US$ 12.5 Million.

1993

The first INSTANT MILLIONS prize of US$ 1 Million is won on June 1st by Minnesota Lottery players Erva and Merrill Barsness from St.Paul.

1994

The Minnesota Lottery introduce DATO! On April 11th which offers players a top prize of US$ 5,000 and seven different ways to win.

1996

A new game is introduced by the Multi-State Lottery Association (MUSL) on September 16th – DAILY MILLIONS. Minnesota Lottery players can win a top prize of US$ 1 Million by picking 2 numbers from each of three sets of 21.

1997

The POWERBALL game is given some changes by the Multi-State Lottery Association – MUSL. November 2nd sees the matrix change to 5/49 + 1/42 and players are given the option to take jackpot winnings in the form of a cash lump sum. The annuity option is also changed from 20 to 25 years.

1998

On March 29th – the MUSL retire the DAILY MILLIONS game.

March 30th sees the launch of a new game by the MUSL – CASH4LIFE – where Minnesota Lottery players can win US$ 1,000 a week for life.

1999

Another Minnesota POWERBALL jackpot is won on June 30th – when Minnesota Lottery player Farrah Slad from Brainerd scoops US$ 150 Million. This still stands as the second largest Powerball jackpot to be won to date in Minnesota.

The first US$ 10 Scratch Game ticket to be launched by the Minnesota Lottery appears on October 26th – GOLDEN TICKET GAMES – with a top prize of US$ 250,000.

2000

On September 7th – the Multi-State Lottery Association retires the CASH4LIFE game.

A new game – ROLLDOWN – is introduced by the Multi-State Lottery Association on September 8th. Minnesota Lottery players take part right from the first draw on September 9th.

2001

On March 4th the Multi-State Lottery Association (MUSL) add a significant feature to the POWERBALL game – POWERPLAY – a multiplier whereby players can increase their non-jackpot winnings by up to 5 times.

March 7th sees the first POWERBALL drawing including the new POWERPLAY multiplier feature.

2002

On April 6th – the Multi-State Lottery Association discontinue the ROLLDOWN game.

The following day – the MUSL introduce a new multi-state game which is added to the Minnesota Lottery portfolio – HOT LOTTO. Tickets are first sold on April 7th.

April 10th sees the first drawing of the new HOT LOTTO game which uses a double matrix of 5/39 + 1/19.

The first Minnesota Lottery HOT LOTTO jackpot is won on September 4th when Shirley Winston from Bloomington scoops a jackpot of US$ 2.35 Million and opts to take a cash lump sum of US$1.37 Million.

The Multi-State Lottery Association – MUSL – changes the matrix of the POWERBALL game on October 9th. The new configuration is 5/53 + 1/42 and another feature added to the game is the Match 5 BONUS.

2003

February 3rd sees the Minnesota Lottery launch its G3 Games – 1-Card Bingo, 3 Card Bingo, Crossword, Pharaoh’s Gold, Cash World and Instant Poker.

The Minnesota Lottery’s daily draw show is revamped on March 1st – with the numbers now being drawn by a random number generator.

A new game is launched by the Minnesota Lottery on October 7th – NORTHSTAR CASH. With a matrix of 5/31 and a jackpot that starts off at US$ 25,000 – the game is drawn 7 days a week at 6.26pm.

The fourth largest Minnesota Powerball jackpot won so far was
US$ 95.5 Million which was won and shared by 16 Holdingford, Minnesota Schools employees on October 25th.

2004

August 14th sees a Minnesota POWERBALL jackpot of US$ 98.6 Million won by when Mary Beth and David Wenell from Eden Prairie. This still stands as the third largest Minnesota Lottery Powerball win to date.

2005

The POWERBALL matrix is given another change by the Multi-State Lottery Association on August 28th – this time to 5/55 + 1/42.

2006

A world record POWERBALL jackpot of an incredible US$ 365 Million is won by a group of Nebraska factory workers following the drawing on February 18th. This still stands as the largest lottery jackpot won in the world to date on a single lottery ticket.

The Minnesota Lottery launches its Lucky, MN Players Club on May 2nd.

The first Minnesota Lottery MILLIONAIRE RAFFLE game is launched on November 1st. There are 2 guaranteed US$1 Million prizes to be won.

2008

January 3rd sees the Multi-State Lottery Association introduce its “Sizzler” option for the HOT LOTTO game. Minnesota Lottery players are now able to play the HOT LOTTO with the “Sizzler” add-on and multiply their winnings.

The biggest jackpot ever won so far on the Minnesota Powerball was claimed by Minnesota Lottery players Paul and Sue Rosenau from Waseca on May 3rd when they scooped a massive US$ 180.1 Million.

The Minnesota Lottery replaces their G3 games with Print-N-Play games on August 5th. The games are Honeycomb Cash, Keno Cash, Pharaoh’s Gold, 1-Card Wild Joker Bingo, 3-Card Wild Joker Bingo and Gold Bar Crossword Doubler.

The Minnesota Lottery introduce an extra draw to the GOPHER 5 game on October 6th – with drawings now held on Mondays, Wednesdays and Fridays.

2009

January 4th sees some significant changes to the POWERBALL game – the intention being to create larger jackpot prizes and produce even more winners. Minnesota Lottery players will now see jackpots starting off at an increased
US$ 20 Million. Also a new prize level is created – where players can win US$ 1 Million with the Match 5 BONUS feature using POWERPLAY. The Powerball matrix changes to 5/59 + 1/39 and draws for the Powerball move to Orlando’s Universal Studios in Florida – with the Florida Lottery joining the MUSL in selling Powerball Tickets.

On October 9th an agreement is made between the Mega Millions Consortium and the MUSL – Multi-State Lottery Association – to allow the cross-sales of MEGA MILLIONS tickets within states that offer the POWERBALL game and the sale of POWERBALL tickets within states that offer the MEGA MILLIONS game. The Minnesota Lottery will begin selling MEGA MILLIONS tickets come January.

2010

On January 31st the Minnesota Lottery sells its first lottery tickets for the national MEGA MILLIONS game – as a result of the recently made cross-selling agreement between the Mega Millions Consortium and the Multi-State Lottery Association (MUSL) – in October 2009.

The biggest win to date on the Minnesota Mega Millions has been the
US$ 1 Million won by Minnesota Lottery players Lee Grimmer and Henry Lasser of Elk River who struck lucky on March 5th 2010 having played with the Mega Millions MEGAPLIER option.

Minnesota Lottery – Where the Money Goes…

Net proceeds realized by the Minnesota Lottery go back to the State and benefit the citizens of Minnesota in a variety of different ways.

When the Minnesota Lottery was first created – proceeds were split between the Environment and Natural Resources Trust Fund, the Greater Minnesota Corporation (GMC) and the General Fund.

Two months after the first Minnesota Lottery tickets were put on sale – a portion of Minnesota Lottery profits was also put aside for the
Infrastructure Development Fund.

From the year 2000 – the Game and Fish Fund also became a beneficiary of MN Lottery funding.

Particular areas to benefit from the spend on Minnesota Lottery tickets including Education within the State, Health and Human Services programs,
Property Tax aids and credits, Economic Development, Transportation and Criminal Justice.
